While Kaliningrad is in Russia, the reason for this cancellation is that the airport is virtually inaccessible without using European Union airspace. If you look at the schedule, you’ll find that Belavia actually zeroed availability for most of these markets by the end of the summer schedule (which runs through the end of October).
